Turn this document into a Confluence page. The document text (a Word or PDF file pasted as text, with headings if it had them): [DOCUMENT_TEXT]. Who will read the page and what they must do afterwards: [READERS_AND_ACTION]. Where it will live in the space and page tree: [LOCATION]. Parts that are out of date or should be left out: [EXCLUSIONS].

Restructure for reading on a screen: a title under ten words, a two- or three-sentence summary at the top, headings that describe content rather than 'Section 3', short paragraphs, lists for steps or options, tables for comparisons or figures, and background moved to the end. Put decisions, deadlines and owners in a clearly marked table. Keep every fact, figure and name; list anything you shortened, and mark anything whose meaning (not just layout) you changed. Suggest labels and a short excerpt for search.

Output Markdown that pastes into the editor, with pipe tables and hash headings; I will convert formatting with the toolbar if needed [VERIFY how my editor handles pasted Markdown]. After the page, list facts you could not place, text that may be out of date, links to add (placeholders), and questions for the author. Do not invent content or links. The page must be accurate to the source and scannable in two minutes.
