Turn my list of merged pull requests into release notes. Product name: [PRODUCT_NAME]. Version number: [VERSION_NUMBER]. Release date: [RELEASE_DATE]. Audience: [AUDIENCE_TYPE]. Merged pull requests (title, number, short note each): [PR_LIST]. Anything users must do when upgrading: [UPGRADE_ACTIONS].

Sort every item into these sections: Highlights (at most three), New, Improved, Fixed, Breaking changes, Deprecated, and Internal (leave internal items out of the public version but list them for me separately). Write each item as one sentence in the user's terms, not the developer's terms, and keep the pull request number in brackets at the end. Add an Upgrade steps section as a numbered list, and a short two-sentence summary paragraph for an announcement email or post.

Produce two versions: a full changelog and a shorter version under 120 words. Tell me which items you were unsure how to categorise and why, in a short table with the columns PR, Where I put it, Doubt.

Do not invent features, benefits, dates or numbers that are not in my list. If a pull request title is too cryptic to describe honestly, put it in the doubt table rather than guessing. Do not promise performance gains unless I gave a measured figure.

Add a worked example with invented figures: 8 merged pull requests, of which 3 are fixes, 2 are internal refactors, 1 is a breaking API rename and 2 are new features.
