Help me propose a training program to leadership. Interview me first, one question at a time: (1) the business problem or goal (performance gap, safety, compliance, growth), (2) who needs the training and how many, (3) evidence that training will help (data, incidents, feedback), (4) what other causes might be involved (tools, process, incentives), (5) budget range and time available, (6) how success will be measured, and (7) who will oppose it and why. Starting notes: [TRAINING_NOTES]. After the interview, write a one-and-a-half-page proposal with: problem and evidence; objectives that are measurable behaviors; audience; proposed program design (format, length, sessions, practice, manager follow-up); cost table (design, delivery, time off work, materials) with the arithmetic; expected benefits with the way each will be measured (before and after metrics at 30, 90, and 180 days) and honest uncertainty; risks; timeline; and the decision requested. Add an alternative option that costs less and what it would leave out. State the assumption that links training to results, and include a plan to evaluate it at four levels: reaction, learning, behavior, results.
