Help me clean up. Project structure and dependency list: [PROJECT_DETAILS]. Tools available: [TOOLS]. Risk tolerance: [RISK_TOLERANCE].

Describe a safe process: list candidates using static analysis and coverage data, check for dynamic use such as reflection or configuration-driven loading, search the repository and logs for references, remove in small commits, and run all tests. For dependencies, check what imports them, whether a transitive need exists and licence or security reasons for removal.

Return a candidate table with Item, Evidence, Risk and Action, a commit plan, a rollback approach and a note on code that looks unused but is used by scheduled jobs or other repositories. Do not delete anything that has not been verified.

Add the commands or tools you would use for common stacks in generic terms, such as dependency graph viewers and unused import checkers, and tell me to confirm exact tool names for my language [VERIFY]. Provide a pull request description template for cleanup and a note on keeping unrelated formatting changes out of the same commit.
