Design a 13-week cash flow forecast workbook for a small business. Opening cash balance: [OPENING_CASH]. Expected customer payments with invoice dates and terms: [RECEIPTS]. Regular payments (payroll, rent, suppliers, taxes) and irregular ones: [PAYMENTS].

Specify the sheets: assumptions, weekly forecast, actuals for comparison, and summary. Provide formulas that place each receipt in the week it is expected, apply collection delays by customer type, schedule payments, and compute opening, closing, and lowest balance by week. Add a minimum cash alert and a variance row once actuals arrive. Include scenarios for 20 percent slower collections and one large unexpected expense. List the questions to ask each budget owner each week. Mark tax and payment-term assumptions [VERIFY] with an accountant for [JURISDICTION], and do not present the forecast as certain.

Add a section on weekly use. Provide a Monday routine: update actual receipts and payments, roll the forecast forward one week, compare forecast with actual for the last week, and write two lines on the main difference. Add a trigger table that says what to do when the lowest projected balance falls below the minimum (chase invoices, delay a discretionary payment, speak to the bank early), with an owner for each action. Include a simple way to measure forecast accuracy over time and a warning not to include financing that has not been agreed.

Finally, add a one-page summary for the owner: lowest balance, the week it occurs, the three biggest risks to the forecast, and the action planned for each. Keep the summary under 120 words and update it each week.

Also add a section on building the first version in one hour: start with the opening balance, the next four weeks of known payments and receipts, and a rough estimate for the rest, then refine each week. Provide a list of the data to gather before starting (bank balance, aged receivables, aged payables, payroll dates, tax and loan payment dates) and a rule to treat anything uncertain as later for receipts and earlier for payments. Include a template for the weekly note to the owner or bank manager, under 100 words, that states the balance, the risks, and the actions.

Assume I am not an expert in regulation. Where a rule might apply, explain what kind of rule it is, tag it [VERIFY] for [JURISDICTION], and tell me which authority or adviser to ask.
