Propose a field dictionary with Field, Purpose, Type, Allowed values, Owner, Used in reports and Projects using it. Propose a standard of four values with definitions and a migration table from old to new, and a plan to update projects in order of reporting importance. Changing field values can affect rules, reports and forms, so test on one project first and mark plan-dependent features [VERIFY]. Add a step for requesting new fields.
