Rank proposed projects. List of projects with brief descriptions, estimated cost, and expected benefit: [PROJECT_LIST]. Strategic goals: [GOALS]. Capacity available: [CAPACITY].

Score each project from 1 to 5 on strategic fit, benefit, urgency, risk (reverse scored), effort (reverse scored), and dependency readiness, with weights I can adjust (default: fit 25, benefit 25, urgency 15, risk 10, effort 15, readiness 10). Show the weighted score arithmetic for each project in a table.

Add a value-versus-effort quadrant (quick wins, big bets, fill-ins, avoid), a capacity check (total effort of the top-ranked projects versus capacity), and a sensitivity check (does the ranking change if the weights change by 10 points?). Identify the top three with a one-line rationale and the projects to defer with reasons. Note that scores are judgments by me and the team and should be discussed, not treated as precise. Do not invent costs or benefits.

Show the weights and scores in one table and the final ranking in a second table with a one-sentence rationale per project. If two projects score within 5 percent of each other, say so and recommend which to start first based on dependencies.
